Questions about special education inclusion?

I am teaching at a small school. Of course we don't have a large staff. Next year, someone has the brainstorm to start inclusion. They are wanting to put 12-16 special education students in a "regular" clroom with 2 teachers and call that inclusion. They think that because you have 2 teachers in there, it will make it better. What about the 10 regular students in there? Won't their parents be upset? I thought inclusion was supposed to be 5-8 special needs and 15-20 regular. I need resources so that I can find this. Is there any laws that are being broken? I am a newer teacher so I really need facts to back up my statements. I don't think I will be able to help these kids. I will have autistic, LD, CD, behavioral disordered, and ADHD all at the same time.
